IMO Adopts First Global Code for Autonomous Ships Amid Hormuz Security Concerns

The International Maritime Organization has adopted the world’s first global regulatory framework for Maritime Autonomous Surface Ships (MASS), a move aimed at strengthening international shipping safety amid growing security concerns around key global trade routes such as the Strait of Hormuz.

The decision was reached during the 111th session of the IMO Maritime Safety Committee in London, where member states approved a non-mandatory MASS Code to guide the operation of autonomous and remotely controlled vessels.

In a statement posted on its official X account, the IMO described the adoption of the code as a significant milestone toward safer, more secure and technologically advanced global maritime operations.

According to the organisation, the code will take effect on July 1, 2026, before becoming a mandatory international regulation by 2032.

The framework sets out standards for navigation systems, remote ship operations, cybersecurity, communication infrastructure, fire safety and emergency response procedures for autonomous vessels operating in international waters.

Maritime industry stakeholders said the new framework comes at a crucial time as concerns continue to mount over shipping security along major global trade corridors, particularly the Strait of Hormuz, a strategic route for global oil transportation.

The IMO said the code is designed to ensure that emerging autonomous shipping technologies comply with globally accepted safety, security and environmental standards.

IMO Secretary-General, Arsenio Dominguez, described the adoption of the framework as a major breakthrough in regulating emerging maritime technologies and shaping the future of international shipping.
