The Nigeria Social Insurance Trust Fund (NSITF) has pledged full technical and operational support to the Lagos State Government to ensure the smooth implementation of the Employees’ Compensation Scheme (ECS) across Ministries, Departments and Agencies (MDAs).
The Managing Director and Chief Executive of NSITF, Barr. Oluwaseun Faleye, gave the assurance on Wednesday during a sensitisation workshop for Employee Relations Officers from Lagos State MDAs.
Faleye said the agency is fully committed to providing the expertise and institutional backing required for effective execution of the scheme.
“Let me also assure you that the NSITF remains fully committed to supporting this process. We bring not only the legal and institutional mandate, but also the technical expertise, operational experience, and systems required to ensure effective and seamless implementation,” he said.
He added that the Fund would continue to work closely with all MDAs through sustained guidance and support.
“This programme has been carefully designed to provide you with practical knowledge and actionable insights… experienced resource persons will take you through the key aspects of the Scheme, including benefits, compliance requirements, payroll processes, and schedules of payment,” he said
.
Faleye described the engagement as significant for strengthening workforce protection and institutional responsibility in Lagos State, noting that the ECS under the Employees’ Compensation Act, 2010 provides cover for workplace injuries, diseases, disability, and death, as well as medical care, rehabilitation, and compensation for dependants.
He also noted that Lagos already has strong administrative structures that would ease implementation.
“One of the key advantages we have in Lagos State is that we are not starting from a position of limitation. The state already possesses strong institutional structures, well-organised payroll systems, and established administrative processes,” he said.
According to him, the focus should be on integrating the scheme into existing systems rather than building new ones.
Faleye explained that the sensitisation programme followed earlier engagements with the state government aimed at ensuring effective rollout.
“Following that engagement, we took a deliberate step to initiate this sensitisation programme to ensure that those responsible for implementation are fully equipped with the knowledge and capacity to translate it into effective action,” he added.
He expressed confidence that full implementation of the scheme would significantly improve worker welfare and governance outcomes in the state.
“It will result in a workforce that operates with a stronger sense of security, a governance structure that manages risk proactively, and a government that demonstrates a clear commitment to the welfare of its people,” he said.
In her remarks, Lagos State Head of Service, Mr. Bode Agoro, represented by the Permanent Secretary, Public Service Office, Mrs. Sunkanmi Oyegbola, reaffirmed the state’s commitment to effective implementation.
She said Lagos would continue to lead in sub-national governance by ensuring workers benefit fully from the scheme.
“Lagos as the Centre of Excellence will always set the pace by driving the process of the Employees’ Compensation Scheme in the sub-national space and ensuring employees get the best ECS has to offer,” she said.
Oyegbola added that the scheme would provide workers with peace of mind and urged human resource officers to drive its implementation, while also disclosing that an NSITF desk office would be established to support smooth operations.
